Jagged lists not being set in method

Jagged lists not being set in method

Why don't the two jagged lists of Map class get set? map.row and map.cols
are showing to have values such as 4 and 5 in the Visual Studio debugger.
Do i need these classes to be in a namespace?
Any help appreciated. Thanks!
